SAINT-LAURENT, QUEBEC, CANADA, August 7, 2007 — L-3 MAPPS, a subsidiary of L-3 Communications, announced today that it has received an order from Japan’s Mitsubishi Electric Corporation (MELCO) to supply a full-scale simulator for the first two generating units at the Hongyanhe Nuclear Power Plant in China. Simulator design work starts immediately and the simulator is targeted to be in service at the end of 2010. The new Hongyanhe Nuclear Power Plant site, located in Donggang Town of Wafangdian, 104 km north of Dalian City in Liaoning Province, will have six generating units, each featuring China’s standard CPR1000 design – a 1,080-megawatt three-loop Pressurized Water Reactor (PWR), whose design is being coordinated by China Nuclear Power Engineering Company. The operator of the site, and beneficiary of the simulator, is Liaoning Hongyanhe Nuclear Power Co. Ltd. (LHNPC). The simulator is being delivered by MELCO as part of a larger package – the CPR1000 Extension Project Digital Control Systems (DCS) – to be provided to LHNPC. MELCO, in cooperation with China Techenergy Co. (CTEC), is providing the DCS equipment for the MELTAC safety and HOLLiAS non-safety systems and the main control room. The Hongyanhe Phase I simulator will use L-3’s leading graphical simulation PC/Windows-based tools for model development and maintenance as well as enhanced instructor station software. The models to be developed include the advanced thermal-hydraulic, reactor, balance of plant, electrical systems and certain I&C models. Both MELCO and CTEC will supply I&C equipment to L-3 for the construction of the simulator. MELCO will provide an emulation of the safety DCS for the simulator, and L-3 will translate the non-safety system for use on the simulator. “As a co-owner in LHNPC, China Guangdong Nuclear Power is already familiar with the advanced simulation technology delivered by L-3 MAPPS at the Daya Bay and Ling Ao sites and currently being developed for the Ling Ao Phase II site,” said Peter Dawson, President of L-3 MAPPS. “The Hongyanhe Phase I simulator will be the first one that we develop with MELCO and the first to be delivered to Liaoning Province. Our aim is to reproduce the excellent results we have achieved with the simulators in Guangdong Province.” “In our evaluation of simulator suppliers, we received very positive feedback on L-3 MAPPS, and they worked closely with us in the negotiation phase of this project,” said Jun Nagasawa, General Manager of MELCO’s Nuclear Energy & Advanced Magnetic Systems Marketing Department. “MELCO looks forward to L-3 MAPPS’ continued support and simulation know-how as we undertake this important project for our esteemed customers in China.” China plans to increase its installed capacity of nuclear power to 40 million kilowatts by 2020. The Hongyanhe project is the first to be built in northeast China as part of the country’s plans to rejuvenate its old industrial base. In addition to two CPR1000 units being built at Ling Ao Phase II, six more CPR1000 units are currently planned at Hongyanhe and another six at Ningde in Fuding City, Fujian Province.
